About the Role
The Process Safety & Operational Excellence (OEE) Manager will be responsible for developing, implementing, and maintaining a robust Process Safety Management (PSM) framework while driving Operational Equipment Effectiveness (OEE) strategies to enhance performance, reliability, and sustainability across all WasteServ facilities.
This role will act as a critical link between Process Safety, Compliance, and Health & Safety, ensuring that all process-related safety and compliance aspects are fully integrated into WasteServ’s operational strategy. While this position will not directly oversee the Health & Safety Department, it will work closely with both the Health & Safety and Compliance departments to ensure a holistic approach to risk mitigation, regulatory adherence, and operational excellence.
Additionally, this role will lead the Management of Change (MoC) process from a process perspective, ensuring that all modifications affecting operations, safety, and OEE are properly assessed, validated, and implemented with minimal disruption to productivity and compliance.
Future Scope Evolution
The scope of this role may evolve over time depending on:
- The growth and impact of the Process Safety & Compliance function.
- Performance improvements within existing facilities.
- The integration of new industrial units or expansions, which may fall under the Process Safety & Operational Excellence remit.
As WasteServ prepares to invest several hundred million euros in new XXL industrial assets, this role will be instrumental in shaping process safety, operational excellence, and change management, from the asset design phase to daily execution, ensuring the company becomes a best-in-class industrial leader in waste management and energy recovery.
This position is pivotal in upholding the three non-negotiable pillars of WasteServ’s operations: Safety, Compliance, and Ethics.
Key Responsibilities
Your main responsibilities will include, but are not limited to:
- Process Safety Strategy & Regulatory Compliance
- Develop and implement a comprehensive Process Safety Management (PSM) program, aligned with the Seveso III Directive, EU Waste Framework, OSHA PSM, ISO 45001, and ISO 14001.
- Ensure full compliance with national and international safety standards, mitigating legal, environmental, and operational risks.
- Lead Hazard and Operability Studies (HAZOP), Risk Assessments, and Process Hazard Analysis (PHA) to identify and mitigate risks.
- Establish Pre-Startup Safety Reviews (PSSR) for new facilities and expansions to validate compliance before operations begin.
- Act as a key liaison between Process Safety, Health & Safety, and Compliance teams, ensuring all process-related risks and regulatory requirements are covered.
- Development & Deployment of the OEE (Overall Equipment Effectiveness) Framework
- Define, implement, and continuously improve the OEE strategy across all WasteServ operations.
- Measure and enhance equipment reliability, performance, and quality, ensuring that WasteServ operates at world-class efficiency levels.
- Work closely with Maintenance, Operations, and Projects teams to collect and analyse OEE data.
- Utilise OEE metrics to identify bottlenecks, reduce downtime, and optimise asset utilisation.
- Ensure that OEE is fully integrated with CMMS & Smart O&M tools for real-time performance monitoring and predictive analytics.
- Develop action plans based on OEE insights, driving continuous improvement and cost reduction initiatives.

- Management of Change (MoC) Leadership
- Act as the leader of the Management of Change (MoC) process from a process and OEE perspective.
- Ensure that all process modifications, facility upgrades, and operational changes undergo structured risk assessment and validation before implementation.
- Collaborate with Operations, Maintenance, and Projects teams to implement change while minimising production disruptions and maintaining regulatory compliance.
- Align MoC processes with OEE improvement initiatives, ensuring that changes enhance efficiency, reduce downtime, and optimise asset performance.
- Define MoC governance and best practices, ensuring transparency, traceability, and accountability for all process modifications.
- Process Safety & OEE Integration into Large-Scale Industrial Investments
- Actively contribute to the design and commissioning phases of WasteServ’s new XXL assets, ensuring that safety and OEE optimisation are engineered into processes from the start.
- Collaborate with Projects, Maintenance, and Operations teams to integrate inherently safe design principles and operational efficiency strategies into new plants and upgrades.
- Ensure that Process Safety, Health & Safety, and Compliance are harmonised in the development of new facilities and process improvements.
- Operational Risk Management & Incident Prevention
- Develop and enforce process-related safety policies that minimise risks associated with waste-to-energy, hazardous waste treatment, landfill operations and recycling.
- Oversee process safety audits, inspections, and compliance reviews, ensuring continuous improvement in safety performance.
- Investigate process safety incidents, identify root causes, and implement corrective/preventive measures.
- Drive the development of predictive safety analytics, leveraging data to prevent incidents before they occur.
- Cross-Functional Leadership & Process Culture Development
- Foster a strong process safety & performance excellence culture by working closely with Operations, Maintenance, Projects, Health & Safety, and Compliance teams.
- Lead training and awareness programs for all employees, ensuring a strong risk-awareness mindset and a performance-driven culture.
- Develop a collaborative safety & OEE reporting culture, encouraging proactive identification of inefficiencies and risks.
- Act as the key advisor to the COO and executive leadership team on process safety, risk management, and OEE strategies.
- Key Performance Indicators (KPIs) & Continuous Improvement
- Establish and monitor OEE & process safety KPIs, including:
- Process Safety Incident Rate (reducing near misses & accidents).
- Regulatory compliance & audit success rate.
- Overall Equipment Effectiveness (OEE) improvements in availability, performance, and quality.
- Efficiency of Management of Change (MoC) implementations.
- Employee participation & engagement in safety and operational improvement programs.
- Implement a continuous improvement system to ensure ongoing process safety enhancements and OEE optimisation.
About You
The ideal candidate should have:
- A recognised academic qualification at level 6 (Degree) in a related field and level 7 qualification (Masters).
- 7 years of experience in Process Safety, Operational Excellence & Change Management, preferably in waste-to-energy, hazardous waste treatment, or large-scale industrial operations.
- Strong knowledge of Seveso III Directive, EU Waste Framework, OSHA PSM, ISO 45001, ISO 14001.
- Proven expertise in OEE development, Lean Manufacturing, and Continuous Improvement methodologies.
- Experience in HAZOP, PHA, PSSR, LOPA (Layers of Protection Analysis), risk assessment, and MoC management.
- Ability to work cross-functionally with Operations, Projects, Maintenance, Health & Safety, and Compliance teams.
