Chief Operations Officer

QUALIFICATIONS and EXPERIENCE 

Applicants must have demonstrated ability to manage, control and supervise the activities of staff under extreme work pressure.   

Moreover, candidates will only be considered for the selection phase on the basis of the following formal requirements to be fulfilled by the deadline for applications:    

  1. A first degree in Mechanical Engineering from a recognized University;
  2. At least 15 years postgraduate professional experience at a level to which the qualifications referred to above give admission. At least 5 years of that professional experience must be in a field relevant to Waste Management;   
  3. At least 5 years of the post-graduate professional experience must have been gained in a high-level management function in a field relevant for this position within a company whose annual turnover exceeds the €75m mark;    
  4. A post graduate qualification at Masters level (MQF Level 7) in a field related to Waste Management, or equivalent. 

Other qualifications and certificates related to waste management will be considered an asset. All qualifications must be approved by the Malta Further and Higher Education Authority (MFHEA).

    Candidates will also be judged on the following attributes and skill sets:

    • Proven experience as Chief Operating Officer or relevant role; 
    • Understanding of business functions such as HR, Finance, process optimization.; 
    • Demonstrable competency in strategic planning and business development; 
    • Experience in project management; 
    • Working knowledge of data analysis and performance/operation metrics; 
    • Working knowledge of IT/Business infrastructure and MS Office;
    • Outstanding organisational and leadership abilities; 
    • Excellent interpersonal and public speaking skills; 
    • Aptitude in decision-making and problem-solving;
    • Committed to excellence; 
    • Ability to plan, develop, prioritise, and execute complex business solutions; 
    • Effective verbal and written communication and presentation skills;
    • Ability to undertake complex business analysis incorporating costing models; this includes investment in capital assets with life cycle costing and analysis; 
    • Leadership Qualities and well-developed interpersonal skills; 
    • Experience with complex contract negotiations;
    •  Knowledge of municipal community services such as solid waste management services to residents, commercial enterprises, and institutions; 
    • Understanding of regulatory requirements and restrictions (permits, Health & Safety, etc.) 
    • Experience reporting to a CEO and excellent report writing skills;
    Additional Qualities: Candidates need to produce appropriate character references as to their suitability for the performance of their duties and be physically fit to perform such duties.
